Hey Minnesota!
Our democracy thrives on the active participation of informed and engaged citizens. But currently only 2 in 5 young people feel somewhat prepared to participate civically based on their civic education experiences. Many students lack sufficient knowledge about how the government works and feel disengaged or disinterested in civic life.
One innovative strategy for encouraging high-quality civic learning and participation is to establish a high school Civics diploma seal. More than 10 states – both red and blue – have established civic seals to encourage civic education and participation. The Minnesota Civic Education Coalition is working to establish a Minnesota Civic Seal to recognize students who have achieved a high level of civic knowledge, skills, and community involvement above what is required for graduation.
Your Voice Matters!
The civic seal will amplify youth voices by acting as a visible symbol or recognition and validation for young people who choose to take action to benefit the well-being of their community. Having a state civic seal encourages young people to participate more actively in community affairs, and signals to the broader community that youth perspectives are valued and should be considered in decision-making.
Seeing others recognized through a civic seal can motivate more people to get involved in civic activities, creating a ripple effect of engagement.

Civic health reflects the degree to which people participate in their communities, from local to state governance to interactions with friends and family. It’s about the people in each community identifying problems, developing solutions, and working together to address public issues and strengthen their communities.
Receiving a civic seal will send a signal to young people that their efforts to learn about civics and participate in community activities are valued and acknowledged, motivating them to continue this pattern of engagement even after high school graduation.
Future Ready!
The process of earning a civic seal involves learning about important civic issues, government functions, democratic principles, and different perspectives; engaging in at least one civic activity outside the classroom, and demonstrating a civic disposition and a commitment to civic values.
The civic seal is a recognition of knowledge and skills and can be a positive signal to colleges and employers that a student is not just academically strong but also a responsible citizen dedicated to making a positive impact on the world.
